What It Is

This workshop will provide you with the knowledge, timelines, and strategies to successfully plan and implement a public outreach and communication initiative leading up to a potential ballot question. One of the biggest mistakes we see local authorities make is not allowing enough time to align internal leadership, clearly define the problem, thoroughly vet the solutions, and communicate the need, benefit, and process to their constituents. If your jurisdiction is considering a TABOR question for the November 2026 ballot, this workshop is for you.

Staff and elected leaders who play a critical role in the ballot initiative process such as board members, managers, finance directors, communications officers, assessors, and more.

When It’s Happening

The Winter 2026 session runs from Wednesday, February 4 through Wednesday, March 18. Each session will be held virtually via Zoom from noon to 1 p.m. The first session will be a 30-minute introductory session to meet your facilitators and get to know the other participants.

Who's hosting the workshop

Bryan-David Blakely and Sara O’Keefe, founders and managing partners at Public Alignment Communication, will facilitate the workshop. They each have over 20 years experience in local government relations and community engagement. They’ve been helping local governments and special districts educate their constituents about ballot initiatives for years. With a success rate of about 90%, we’ve compiled the factors that most often lead to a winning initiative.

What is the goal of the workshop?

The goal is to prepare you and your colleagues to launch an authentic and transparent conversation with your community about your funding needs. During the workshop, we’ll give you all the knowledge and tools you need to begin working on a plan. Each workshop will be part instruction and part dedicated work time so that you have a draft plan by the end of the workshop.

We’ll meet every Thursday at noon from Oct 7 – Nov 20, 2025.

Where is the workshop hosted?

All sessions will be held via Zoom and are planned for 1 hour.
